Really Rapahel is low tier? Do you have evidence to prove that or did you just pull that out of your ass. He's way better.My current view of the balance, in order:

Tiers that are next each other are hard to distinguish in terms of character of strength, and the jump between each tier is minimal. The game is pretty balanced, except for aPat who is a slight cut above the rest.

I think Viola's going to stay pretty comfy where she is. I main her, and she's solid, don't get me wrong. But low-health damage scaling gets her killed SO often, and her step killers aren't as useful as they need to be. A good Viola can kill whomever she wants, but it's too uphill to raise her out of middle tier.algol could be high, but for sure aeon its not....
And raph and ezio are low also.
I think with time viola and zwei will go up and xiba will go down suffering JG a lot.
I know man but from what I have seen even after all of his shortcomings he has a lot of upgrades in SCV that make up for that. I think that Raphael is at least middle tier and that's just my opinion. He has way better spacing and poking options then Mitsu and Hilde in my opinion. If an official tier list was ever made I'm willing to bet you that he will be in the middle maybe a little lower. I see Raphael doing well in tournaments with his new arsenal of tools but I have yet to see any good Raph players in SCV. I still say Raph is low tier, though. Low damage output, horrible at controlling step, and his frames are even worse than they were in SCIV. His strengths are poking and guard damage, but he has weak post-guard crush damage and many characters can equalize taking 3-4 of his pokes with just one read. I especially think he's worthless because even to players whose style favors spacing and poking, there are characters who do it better than Raph, like Hilde and Mitsu.
Just try playing Mitsu like you'd play Raph, let me know how you do. Use 6B, 6B2, 6B8, 6A, 4A, 22B, 22A. That move list alone and you'll be zoning better than Raph. And he has his insane mixup game on top of that. That's basically why I quit Raph...

You're right, Astaroth isn't exactly the same from SCIV. In my opinion, being someone who's mained SCIV Astaroth (at a point) and someone who mains him now, he's better. The engine in SCV favors his playstyle. Being able actually kill step (compared to SCIV/Step-G) amplifies Astaroth's spacing game. In IV, he was grabs, RO's, and gimmick spacing. Now, he has the tools, and frames, to turn his gimmick game (IV) into valid set-ups/spacing. His Ringout game is better than IV. His grab game is leagues better. As I pointed out before, the damage in V compared to IV (engine) makes him even scarier. His wall combos are better, his frames have improved (to an extent). His guard game is incredible, and easily implemented.Astaroth is not what he was in SCIV by a long shot. No way he's high.
