Maybe they really were gonna save Raph and Cervy for this.... but then why not drop some DLC news if that was ruined? Probably because they know Hwang and Lizardman isnt something anyone wants anyway.

The last characters were revealed about a week or two before the game launched, and Alpha Patty Cakes/Annoying Girl Omega were never announced at all.
