PSL1 puts you in range for a BL A unless you do it really far out. Even when you do it far out though, you can often hit there arm or something when they reach out and attack.
As for conditioning, all of those options work just as well for PSL1 as they do PSL3. Its the difference of seeing Maxi take a step forward vs. Maxi flashing pink. I have yet to see someone that can consistantly poke me out of PSL1~BL. Sure they can guess right if i'm being to obvious, but when you mix it up, its not that easy to poke out of. There is only a 3 frame difference between BL's fastest attack (BL B) and RO's fastest attack, so don't see how it is much easier. Half the cast will interupt with 2A anyways, which goes under RO A. Sure, they can block BL B and punish, but that means they are standing and blocking, which means that if you cancel to neutral, your attacks will beat theirs if they try to attack after they realize a BL attack isn't coming. Try it, the cancel is not as slow as you think.
Don't get me wrong, there is definitely a risk in doing this. But the same is true with everything Maxi has.
