Anyone have a guess why its a company policy to not have frame data in game?

Just speculating, but Japan sees the world differently, and that extends to video games. There's a belief in exploration and curiosity, part of why they can make games like the one the DLC potential guest character is from.
Alternatively, I feel like it can be thought of as the main bulk of content in a fighter is in its matches, and having that content easily there from the jump could, in their mind, cheapen the experience.
I believe it's more of an extension of the current digital age and westernized beliefs to have everything easily attainable, so maybe that's something they're against. Or, it could just be that they don't believe in it because of how unreliable it may be in a 3D fighter.
Someone said that frame data makes newer players better, but I think it's the opposite. It would just seem more daunting to them, and in all actuality, if the community as a whole put less emphasis on frames (or at least "framed" it differently), maybe there would be more appeal to the subject outside of the FGC. And, MK had frame data in-game, and that was absolutely useless and meant nothing to newer players.
Also, on 2B, I wonder if she's just a meme at this point, like K Rool or Ridley or Waluigi. Almost every fanbase has clamored for 2B in recent memory. But really, that's all current fans, so how many new people would that really attract? That Nier community and the FGC overlaps so heavily that her inclusion IMO kind of goes against the whole point of a guest character. What's more, I wonder how many people would actually even play her once she is available. Personally, from a business standpoint, I think there are a lot of better choices.
