I, too, would love for her to return, but unfortunately she will not because Namco does not own the rights to her character. She was designed for Namco by an outside artist,
Ito Ōgure, also nown as "Oh! Great".
I understand what you are saying, and provide you with three counter-arguements:
1. The steampunk characters could use their advanced technology to come to Europe, or Earth, from a faraway land that has steampunk technology.
2. Clockwork did exist at this time, as proven by Asholette. She was a beautiful character and no one complained that she was out of place.

A steampunk, and especially a clockwork character, would not be that peculiar among this cast
