Yeah it only works on block, which is why if you use it in the right situations such as after A+G or as TC, you can get away with it. My list is made based on tourneys I've seen, the damage potential they have and how hard someone would have to work to do get big damage with them:
SS: Viola
Even without her back infinite or the mix ups from her Super, her mix up is absolutely insane, not to mention that she bust out combos like this on the fly
S: aPatroklos
He takes a lot of study to get down, but once someone does, his damage output and mindgames are hard to stop, more so when someone can consistently nail his JF moves from both sides of the field
A: Mitsurugi, Patroklos, Pyrrha, Yoshimitsu, Maxi, Natsu, Algol
They're somewhat predictable, but they can dish out serious damage without too much thought, with lots of strong ring out moves and easy to use techniques
B: Astaroth, Nightmare, Xiba, Siegfried
They're a lot easier to read and counteract, but their damage and ease of use more than makes up for it. Experienced players, however, will have no problem dissecting them, and waiting for them to make a mistake before making them pay
C: Pyrrha O, Cervantes, Aeon
Hard hitters, for sure, but not only do they take some going to get going, they're also very easy to read and punish, especially if the player is too dependent on their bread and butter stuff to get damage
D: Hilde, Ivy, Voldo, Tira, Ezio, Leixia, Raphael, Dampierre
These characters not only take a ton of study to get anywhere near effective, but have a much higher chance of random crap wrecking their flow, and leaving them sitting ducks
F: Z.W.E.I
I can see potential for him to do damage, but he takes way too much training and random chance to get into a proper flow. Without any strong tools to help him cover this up, anyone unexperienced with him is almost guaranteed to take a pounding while they figure him out, and try to get the opponent to play to their rhythm

Asta is too slow to do anything against most of the cast. Even with JGs he can only really 4B or 2K most things.
I don't believe Yoshi is the most bottom.Still stands true to this day.
