Yoshimitsu Frame Data

Pardon me but, what does this i9 stuff mean? I know what it involves but can someone explain this to me?
 
it means that there are 9 frames between your input and the move striking your opponent. "i" stands for impact, so i9 means 9 frames til move impact.
 
Thanks to Omnis (Its Barandon), I was able to test Yoshi's Tekken (timed) special attacks thuroughly enough to post on here, we had a near perfect connection while testing and although this was done online it was done a multitude of times to assure a correct value for each attack... However, since this was done online I don't consider everything 100% correct and am open to opinions of people testing his timed attacks OFFLINE, so please use this data as a goal or zone to test around to possibly make it easier to find the correct values (especially if your just getting started on testing them)...
