Gameplay:

Going by what's in the gameplay video and move names from previous games (I didn't play SCIII):
AA - could be a different animation, as it's called "Temple Bayonet" instead of "Attack au Fer" like it's always been
AB - High-Low string, familiar to Raph but also could be different animation
6AA - SCIV/V 6A followed by the second hit of SCIV/V AA. Not sure what the use of this is.
3A - SCIV WS A / SCV 33A, mid horizontal. LHs after landing the same hit 4 times in a row. It's traditionally been unsafe, slow and not particularly ranged, so hopefully this move is improved in safety.
2A - Has SCIV/SCV name
FC A - Has SCII name
1A - SCIV/V 1A
4A - SCIV/V 4A
46A - SCII WS A+B. Should be a great horizontal. LHs on whiffed horizontals.
WS A - SCV WS A
7_8_9A - ?
BT A/2A - nothing remarkable
BBBB/BB:BB - Standard SCIV/V BB followed by a high poke followed by the last hit of SCIV 6BBB. NOT a natural CH combo on the first hit, from the looks of the gameplay video. Not sure what the use is, maybe it only combos on second hit CH. Just frame on the third hit, no idea what it does.
BBK - an unknown Mid-Mid-Mid string. Maybe this is our CH combo?
b2B - SCIV 1BB / SCV 11BB
b4 - SCV 1B / SCII 44B
6BBB/6BB:B - SCIV animation, has a JF
6B4 ~AS - odd transition into Aerial Shift, a backstep aGI stance with a good mid and a reactable low in it, which can transition to Prep. Maybe used for easy transition to stance game?
6B(B) ~Prep - SCIV 6B(B)
3B/3(B) - NEW LAUNCHER! Definitely something Raph needed, combos to Prep 6B for respectable damage. Perhaps semi-safe since he can RE out of Prep.
2B - SCIV/V
1B/1(B) - new advancing low as seen in the gameplay video, hits grounded, also possibly semi-safe. Good for starting Prep game?
4B/4(B) - SCIV/V but no stun? Only 4B was used in the gameplay video.
7_8_9B - ?
236B/236:B - Classic 236B, but this time there's a fastest input JF? Possibly does more damage than the low damage normal 236B we saw.
214B/214:B - New unknown High B attack, LHs whiffed Break Attacks and Unblockables.
46B - New unknown mid attack, LHs whiffed verticals.
FC B - SCIV/V
FC 3B - SCV. Lethal hits against whiffed throws.
WS BB - SCV WS B followed by a high soon after, seen in the gameplay video.
WS BB4 - transition to Aerial Shift.
BT B/2B - nothing remarkable
K, 6K, 3K, 2K, FC K, 1K, 4K - all SCIV/V
46K - SCIV SEA K / SCII CE K, it's a fast mid kick? LHs on whiffed kicks.
WS K - SCV, useless linear short range while rising high attack
7_8_9K - ?
BT K/2K - nothing remarkable
A+B - SCII 214B, likely slower. Break Attack.
2A+B - SCII 4A+B
6A+B - ? - theory: SCIV VE AA in one move. Mid High.
4A+BA - SCII A+BA / SCIV/V 6A+BA
8A+B - SCIV/V 8A+B
6B+K/6B+K2/6B+K4 - the directional stabs from SCIV/SCV
B+K - Spiral Envelopment (SCII) - dodges highs and mids according to tooltip
2B+K - Circular Envelopment (SCII A+K) - dodges mids
Sly Riposte - "After successful form dodge, B" - presumably after B+K or 2B+K works, press B for a mid. B4 will transition to Aerial Shift. I guess it doesn't knock down or else the stance pressure would be pretty pointless.
BT B+K/2B+K - the stances can be done while backturned.
66A - SCIV SEA A. Should be a solid horizontal.
22AA - SCIV
22AA4 ~AS
22AB - SCIV
22A(B) ~Prep
22A - SCIV. These string variations can all be ducked, but this adds some interesting mindgames to his horizontals, maybe. Use 22A on its own to condition the opponent to not duck the followups.
44AB / 44A(B)~Prep - SCIV/V
66B/66(B)~Prep - SCII 66B / SCIV/SCV 3B
33B - SCII 22B / SCIV/V 33B
22BB - SCIV/SCV is the first hit, haven't seen the second hit.
44B - SCV Prep A+B, retreat into a low.
66K - SCIV/V
22K - SCIV/V
44K - SCIV/V
66A+B - SCIV/V
44A+B/44A+BG~Prep - SCIV/V
66B+K/66(B+K) - SCIV/V 66B/66(B)
Sliding K - nothing remarkable
A+G - Unending Stings, the SCIV/V B+G
4A+G - SCIV/V A+G. Confusing.
SC A+G - SC throw.
NO COMMAND THROW D:
Preparation (Prep)
Prep AA - MidMid - ? - theory: SCIV prep A followed by some horizontal mid
Prep AB/A(B)~Prep - MidHigh - ? - theory: SCIV prep A followed by second hit of SCV Prep AB
Prep 6A - SCIV/V 66A
Prep BBB/BB:B - SCII/IV/V
Prep B(B) - SCIV/V
Prep BK - ?? - hit levels cut off in the video D:
Prep BBA - ??? - hit levels cut off in the video. Weird strings going on here.
Prep 6B - Mid - ? - theory: SCII Prep II B (236B animation)
Prep KK:B - High Mid High - wtf? Combo move it seems.
Prep 6K - SCV Prep K
Prep B+K - Says Cantarella Needle (Retreat). Probably an option to attack to his back during Prep.
Prep A+B+K - Break Attack CE, like Maxi's I guess. Anti-RE!
Prep B+G - Prep RE!
Prep 6~Prep - more Prep
Prep 4~AS - transition to Aerial Shift
Prep 2~SE - Transition to Shadow Evade (SCV)
Aerial Shift (AS)
AS AB - ? - "Heavy Mandratti" maybe it's like 4A followed by a mid.
AS B - seen in the gameplay video, looks like the first hit of SCIV 44B.
AS KK/K:K - SCIV Prep K:K
AS 4~Prep
Shadow Evade
Same as SCV, except the B is a Break Attack.
Quick Parade
4B+K~QP - aGIs mids, enters stance.
4(B+K)~Prep
QP A - SCII Prep1 A, quick low.
QP BB - MidMidMidMidMidMidMidMidMidMidMidMid
Reversal Edge
B+G - RE
(B+G) - Break Attack, is that normal??
B+G4 - Aerial Shift. Not a transition to Aerial Shift, it just says Aerial Shift. So, you CAN Aerial Shift from neutral. HUGE.
b+g4 - Or maybe this is the instant AS. This one doesn't have RE in its properties nor does it have a hit level. Oh, the other one transitions if the RE is blocked.
B+GB/B+G(B)~Prep - Mid High two hit RE.
Prep B+G - Prep RE.
Prep (B+G) - held Break Attack RE. I think all held REs count as BAs, they beat GIs after all.
Prep B+G4/b+G4/B+GB/B+G(B)~Prep - same as the regular options
Gauge Attacks
A+B+K - CE, looks like standard damage, speed, and range for SC6.
Prep A+B+K - Break Attack version.
4A+B+K - Soul Charge (SC)
SC 6AB/6A(B)~Prep - Break Attack - Easy advantage Prep entrance?
SC 4AB/4A(B)~Prep - Break Attack - sidestep evade into adv Prep entry?
SC 6BBBB - HHMM - CH confirm combo?
SC 4BBB - HHM - crouch evade into a combo string?
SC 1KB - Hell sweep?
SC 2A+BB - MMH - Boost to Baroque whatever, the SCII move?
SC A+G
SC Prep 6KK - SCV Prep K BE, still a MH, smh.
Looks like SC will be good for mixups and CH strength, everything you need. The other stuff seems weird.
Sample Combos
3(B) ~Prep KK:B - that might be the optimal combo, not 3(B) ~Prep 6B as seen in the gameplay video.
66B+K 44B - long range whiff punish
CH 66(B) ~Prep A(B) ~Prep 6B - Whoaaa that's good. You probably need to be close, though.
22BB A+B+K - CE combo.
