Because the game is focusing primarily along the story line of SC1 and SC2. Tira's personas didn't separate until the ending of SC3. If they had her in the game as part of the standard cast, it would mean pretty much rewriting her entire playstyle. Essentially setting her back to her SC3 playstyle. ...What?No, Project Soul didn't because Decopon would never let that happen especially when he's helping with the balance of the game.

I guess they like the idea that it's sort of random chance, since it's less calculated more like a "real" mood change.

It is the characteristic of Tira that the two personalities "Jolly" and "Gloomy" will switch over when certain conditions are satisfied, and the composition of the technique changes dramatically.
A tactic that fogs at a stroke with a superior "gloomy" on the attack surface is powerful, but since the character changes to a whim, it is difficult to control and practice is necessary. In addition, "SCVI" demonstrates the hidden power by repeatedly crossing two personality. A strategic side change will be a shortcut for victory."
