Unfortunately, I think the digital age and how short our attention span is nowadays also works against how information is delivered to us. Realistically it seems to make the most sense and be the most ethical business-wise for all of the DLC information to be available at the very least with the launch of the game, or whenever the full game details are unveiled pre-release. But if they were to do that, then because of all the other things competing for our attention are out there, we completely forget about this DLC by the time it releases, so they have to market it near the window it actually is ready to come out.

That's kind of a bummer, because the consumer doesn't realize it's their fault information is given the way it is, and if they had better patience, they could completely change that.

But I've never understood the idea that it's a hassle to have to unlock characters for tournament organizers. I know this isn't like the days of PS1/PS2 where you could just download 100% saves and load them up via memory cards (I mean, if you were technically savvy enough, I know you could actually do this on Xbox 360, get one 100% save, and make a lot of copies, and change each one's hash data for the gamertags being used on each console, but no idea about the current gen consoles, it hasn't come up for me personally), but still, I feel like tournament organizers would be done by people who have the game and/or have played the game, so they could be using their personal copies of the games and the saves which should have everyone unlocked. It just would seem wasteful to me if how they do is buy a bunch of new consoles and never use them except for tournaments. I dunno, just seems a bit odd to me.
Yes, I'm going to bring my valuable game console and games, which I have tons of hours and dollars invested into, to a public setting where hundreds of random people will use it and possibly throw their shit onto it.

Plus from a TO perspective, you can't ask 40 people to bring PS4s because if any of them don't show up or show up late, you're fucked and so is the bracket. Not to mention the PS4s that are brought will have various settings changed and possible mods that will all have to be completely reset and then redone to tournament standards (if nothing hardware wise is changed or destroyed), and then you'll have to do the same for the game settings.

At that point you may as well buy new consoles to use for the next 5 or 6 tournaments and do whatever the fuck you want with them. Spend the time to unlock shit if it can be done reasonably quick (or use hacks in the case of SFV's first EVO), and if not, then you'll either have to ban those characters or beg the publishers to give you a quick way to either input a code or copy somebody else's save.

One character Reveal would be welcomed as of late June. As for July, at least three characters reveal can bring a bit of hype (by example one character Reveal early - mid July and the two others at Comic con). Four characters reveals at Evo August would be awesome. The two finalizing the base roster early September and the DLC mid September to early October.
 
I guess some communities are more selfless than others. For our local tournaments the community completely brings everything and there's tons of setups. But I think it's reasonable to be weary of doing that if your community isn't very safe or don't police themselves very well. For larger tournaments, I think it makes sense that they often work with shops/companies to provide all of that on rental.

Granted, SCIII had you jump through hoops in order to be able to fight Night Terror, but what are the chances of them implementing another optional superboss in VI (if they're not doing the Choose Your Own Adventure type of story mode)?

As long as its not stupid like in SC3. After all, you had to guess the correct picks, fight all the way without losing once and all you got was the fight with him unlocked in the Arena Mode and a Master Weapon, which had nothing but a cool appearence (not even the buffs and debuffs the others gave), after all the trouble, you didn't even unlock the guy.
