I can not say that it is true but according to sources what happened was:
It's Katie McNulty, listed in this game's credits with the other non-facial capture VAs (i.e. those who played main cast members) such as Ed Cunninghman (Mitsurugi), Grant George (Kilik).
Contrary to popular belief, McNulty is not Laura Bailey, as Bailey has a known history of going completely uncredited for nonunion titles even in the few instances when the actors are allowed to be credited.
McNulty was also the voice of Tira and Droite in Tales of Vesperia (released the same year as Soul Calibur IV). You can hear all both characters share a similar pitch and energy to SCIV-SCV Tira.
With all this said, the original Tira (Soul Calibur III) was Jennifer Hale, and many have originally (and correctly) assumed. Hale had a platform in Cup of Tea Productions by being Sheena in Tales of Symphonia. However, by 2007 (and the release of Soul Calibur Legends), the cast became fully non-union, and people such as Jennifer Hale (Sheena Fujibayashi, Tira), Crispin Freeman (Regal Bryant, Siegfried), Kari Wahlgren (Raine Sage, Setsuka) were forced to depart. Their roles were replaced by Katie McNulty, Roger Craig Smith, and Tara Platt, respectively.
The reason why Tira or any character is said to sound "off" in SCIV is because they fail to realize that the voice actor had changed. The cases of Siegfried and Setsuka were obvious and easy to detect thanks to the replacement actor's notability, but Tira's became a problem because we didn't know who the replacement was at all.

Jokes aside, what I mean is that Raphael is nothing without Amy and the same applies on the other side. The existance of the other one is their only purpose. I don't know if my explanation is clare enough but I am sure you get what I mean.
If Raphael makes it in (which I hope to be the case)... then Amy should be in too.
If one of them doesn't make it... it will feel incomplete.
Amy is a complex character. They should not waste her potential doing as if she never existed... or just calling her Viola.
There is a process. If they are planning to return to the roots then they should do things properly and explain the origins.

Well since this is likely before Raph goes all Dracula-like, he’s kind of lost his gimmick. The vampirism is going to have to be retconned to around the time of the Evil Seed. Maybe he got infected while defending himself from the nobleman that cost him his family?
I think the art book may have said Raph had some mental illness to begin with which could influence his Soul Charge.
Besides likely Lizzy, I’d have wanted best girl Mi-Na simply because something spear-like is at least different from Kilik’s staves. Maybe more kicks could be added.

EVO announcements never happen on Saturdays. They often happen on Sundays, because everyone is watching the same stage and lots of people stream the finals.
There could be an announcement on Friday after the exhibition tournament, but it's somewhat unusual for reveals to be scheduled around a tournament. The reason being that the timing of big tournaments is very hard to control for and the audience would mostly be a bunch of SC fans, who don't really need to be marketed to as aggressively.
Then again, they could just reveal something Thursday like they usually do. Then they don't have to worry about time schedules in other territories. Also Okubo, unlike Harada, doesn't seem the type to enjoy getting up on stage in front of an English-speaking audience. That's just the impression I've got.
Or we could get nothing. Because I don't want to get my hopes up and a big SCVI tournament will be entertaining enough.

Hilde has a side arm. At the very least Kilik could get one. The ESRB preview did say we’d get one.

Interesting you should bring this up. I was just thinking about that stream Aris recorded last week. Before starting the vs. matches, he went to the button configuration screen and noted the layout has changed from any previous game. I can't recall exactly how it looked or what was said but the point made was the changed layout no longer allows multiple custom button mapping and that is clearly a direct answer from PS for the question of Hilde's ability to hold charge on any button with simultaneous open access to any attacks from said button.
Basically, there would be very little reason to bother changing anything with that unless she is on the roster weather on release or as DLC.

Well if you hold the button you cant use it anyway. Putting A or B on shoulder buttons instead of front just makes using the other 3 easier.

Really? You're saying signing A to more than one spot never allowed a simultaneous charge and attack anyway? I wasn't aware of that. I guess i don't know for sure personally because i never used Hilde due to the awkwardness of trying to play while charging but i know that was a huge issue and topic of discussion years ago during the SC4 days back when Hilde was broken.
And in any case i believe Aris, Mark and the other guests present on that stream did say something to the effect of "Oh did they change this because of Hilde?" There wasn't much spoken after that and no one came out and said that implies Hilde is on the roster but i don't see another reason to make a statement like that unless it is the case. It just seemed like a logical deduction to me.
