You are taking the whole thing too literally, like the bible. Can I ask what age group you are just out of curiosity and whether you've worked full-time in an office environment before? Namco simply knocked up a new build (probably based on the full version) but messed around with the move lists. They then got some guys with an Australian accent (based in the UK I guess) to make a quick Raph-Cervantes video that pretends to be based at an event in Melbourne where lot's more character/player match-ups are scheduled throughout the day - despite there already being 2 other genuine events overlapping in the States. They then upload their video on Youtube and have it taken down soon after, to create hype, without Namco even making an official statement on it (adds to the mystique). It's then claimed that Namco sent Melbourne the wrong build! Now, if that's not suspicious enough - not to mention the player being quite good with Cervantes - you then have the commentator mocking us in a satirical tone about:I saw the video, but was there a tournament scheduled at the event or anything like that? If so I'm wondering if there is any footage of the build they were supposed to be using after the fact. You'd think if there was an event like this fans would have captured some gameplay like they have at all the other events or at least the host would have uploaded a stream or something. What's the point of having an event if there's no coverage? Kind of defeats the purpose.
Also I find it a bit weird that he says "Character creation is unlocked but we aren't aloud to use it." Considering they weren't technically aloud to be playing that build at all.
I don't know all the rules and regulations of copyrights and all that jazz but technically speaking would Bandai Namco even have the right to have these videos and images taken down the way they did if they didn't technically own the footage itself? Or is that a thing? Just seems odd that all of those things were taken down so quickly and yet nothing has really been done about these playing cards which conveniently enough feature the same two fighters that were leaked. What's more is that after doing a bit of digging I found out that these cards are a pre-order bonus when you pre-order from eb games in...*drum roll*
Australia! Imagine that.
Whatever the case, I'd be very surprised if they had nothing more to show us at TGS. This is basically the last hurrah before the game launches. I think they've got a good surprise in store for us.

By sheer suspicion alone it's obvious that a game is being played here, but to add insult to injury their nicknames are based on rhyming cartoon characters, such as Woody the Woodpecker! And this exists in a larger context: with other suspicious character reveals purported to be leaked prior (i.e. Taki) as well as biased playing cards that deliberately paint a picture of a restricted roster, so that there is more hype when the full roster is finally revealed. Knowing about human behaviour, psychology, i.e. what kind of mind games people play and why they do it, also helps to detect deception. The ultimate experience, however, comes from knowing how history, the ruling class, and the media works. The more knowledge and experience you have, the less chance you will allow the wool to be pulled over your eyes.
