When snooping through files, I've found no indication she was a late addition to the game. And the first Azwel leaker implied he worked on localization sometime early 2017 where characters like Tira was part of the text and referenced as a playable character.So if Tira wasn't ready to be shipped with the game :(

Libra of Soul is equally important to Soul Chronicle with regards to the story, unlockables be damned.I’m loving chronicles so far, all the people that show up and the interactions seem so fun. Also, it details the characters very well for beginners and long time fans. Loving it. Hoping 7 can expand and make it better, maybe more cutscenes. Libra on the other hand has been meh, not much point in playing it if there are no unlockables.

I must come to admit it, but I would like to point out my personal pros and cons of SCVI so far...
PROS
- The combat is absolutely excellent overall, with my appreciation for the Reversal edge and new Soul charge mechanic growing with every match
- It feels like every character is properly balanced now, where characters like Seong Mi-Na and others are really flexible
- The museum is chock full of great lore and information I never knew before about the SC series
- Soul Chronicles does an amazing job at giving us more character than ever before, giving me more appretiation for characters like Voldo, Raphael, and even Astaroth.
CONS
- while CAS is nice and all, it is SEVERELY lacking in... basically everything. Certain races lacking certain customization. Missing pieces for gear in the game (where’s the rest of the gorgon armor?!), and advancements we thought would be made, like asymetrical customization, were non existant.
- I may be alone on this, but I feel like a lot of characters in the game are VERY overdesigned (Zas, Nightmare, Voldo, Astaroth, yoshi, etc.), while all of the stages except for Fygul Cestemus’ stage feel so forgettable.
- Same goes for the music in almost every regard. It feels sad that the only time the themes really pop out to me is when they are taking notes from SC1 themes.
- Libra of Soul is so forgettable. While I like the approach, all of it just made me miss The Edge master mode from SC2 more and more. It just feels so empty and disjointed, with no real “reward” for playing it.
- While I praised the Soul Chronicle mode for its characterization, the fact that absolutely none of them besides Kiliks have cutscenes makes a LOT of the soul chronicle so boring to play through, especially if it’s a character you’re not invested in (mitsurugi and nightmare’s stories were exceptionally poor.)
BOTTOM LINE
I really do love SCVI, but god dammit if I can’t be mad at how much potential had to be flushed due to Namco’s lack of faith in the series. Hopefully an inevitable series of patches will fix some of my gripes, but what I know will not be changed will urk me to no end. I’m just glad that it exists, and I can revel in the joy of playing SC in the modern day.

Did you hear that museum music though? Took me back...Who else gets all sentimental when that main menu music is playing? It's like the return of a loved one after long hiatus.
I love the arrangement of the menu theme when you hover on the lower options it has that kind of bagpipe type melody. Them feels!
