F00LY; I'm no pro, but I think I can help you out. I got all of my information from this thread (http://8wayrun.com/threads/basic-notations-and-terminology.58/).
The tildes denote quick/immediate inputs (for buttons it denotes a slide, but since it is directional inputs, I am going to assume that it means to quickly input the direction).
Inputs enclosed in parentheses can either mean that the enclosed inputs are optional or it can mean to perform a continuous input.
So, the string mentioned above either means 6A+B and then quickly press and hold 6, then quickly input 8A+B
OR
6A+B (optional quick 6 input) quick 8A+B.
If someone more well-versed wants to correct where I'm wrong, feel free!
