My two cents on the subject: I agree that most people don't really change much between their mid to late teens and 20s (I don't think I changed much since my teenage years besides becoming less naive and getting more life experience), but there are always exceptions. There are teens who are more mature than a typical 30-year-old, and the other way around.
But I do think teens are more prone as targets for this kind of harassment for various reasons, with the biggest one being limited life experience which means they have a harder time telling if they're being groomed or if the other person genuinely likes them. They might also still be trying to find themselves and figure out who they are, which also makes them vulnerable.
