Given who and where the information about that big dark skinned 'amazonian' type woman that was scrapped came from, I do not doubt they'll try and include her at some point. If she was intended to be SCVI's new female character addition and did not make the cut, which they were said to be regrettable about, and there being the obvious fan demand for a new female character since it is honestly unusual not to have one, then it stands to reason she would make it in before everything is all said and done with the game's support.
Still, it needs to be successful enough to get that kind of continued support.
Or it was just that they were done with both of them and wanted to be done with Season 3 because they're ahead of schedule and making way for Season 4.

Tira had lines recorded for her and referencing her last year and she still was made DLC.Raph being all but confirmed now makes me absurdly happy. The Azwel guy said multiple times that Raph had full narration strings like all the other mainstays and "is in there, clear as day".
I'm going to remain skeptical how they decide on "delivering" Raphael to us. Especially after I heard that comment about his fans sweating.
Sure, that could be taken as he got cut (that would be the ultimate bullshit), got bumped as DLC, or is just still terrible as almost ever.
Excuse me if I ponder what that meant in accordance to what is going on with him.

I should probably come out and say now that what lead to me being told Cassandra was in was an assumption based on lines recorded. That assumption was something I could later when pressed about it never got a hard yes on whether or not she was definitely being included as a playable character.
Their recorded dialogue information only was up to a certain point, which is where the "probably not Mi-Na" thing came from, as her lines were recorded later, after the point in which they knew about recorded dialogue.
I apologize for that back then. I can only make due with the information I am given.
But we got an actually surprising character reveal none of us were expecting thanks to that. So we can't complain.
To get to a point, I'm still not sure what's going on with Cassandra, that leak about her being a story NPC only might be true.
They never talked about the amount of dialogue recorded for Cassandra. Which could be another factor why they refused to give me a hard yes on her. We'll see what happens.
They told me they can't tell me much more at this point because of certain factors, but assured me that people will generally enjoy the game a whole lot, "even if Ivy and Groh might result in some people complaining about them online early on."
I am basically repeating myself on this point too, but I don't know the full launch roster nor the DLC because they can't tell me much more for reasons I'd rather not publicly disclose. My best bet is hearing something from my original SCVI source, since my main SCVI source can't say much more at the moment. Maybe for the foreseeable future too.
But, if we are going off of old information that I heard what is a long time ago now at this point, Hilde was a character they intend on including, but as DLC. The question is how soon? As I was told a while back, they had plans at a point for close to something around 7 to 10 DLC characters iirc (someone can look into the exact estimate I was told, but that's how I remember it) but cut back for the season pass to only include what we find out is "4."
Viola/Amy (likely as Viola from now on) was a character I heard back then that was very likely to be DLC. With no word on when. Only that DLC was how she would return.
As long as the game is successful and gets support, we will get those remaining characters, at least another guest character as Okubo has said if that all works out, and I find it hard to imagine that in the very least one more new character coming as DLC, being that big dark skinned woman they wanted to add but cut for reasons we probably won't know.
I would hope that the SCVI artbook includes some scrapped character concept art. That way we could see what she looked like and maybe a "Linkle situation" like Hyrule Warriors had happens where concept art in the artbook leads to online support and adding the character to the game later.
I hate that I can't give you all the answers. You know I'd love to and would if I had them. xD
But I would not be surprised if these leaks add up. But I can't help but wonder if there is still some kind of caveat to what they heard, since they did not hear Tira would be DLC either. When I look at those list of names, I keep zeroing in on Raphael, and what I heard and how it correlates to him and his status? What did that comment actually mean?
Even my source didn't know for sure. They assumed it meant no Raphael, like I told you before. But it is such a strange comment. And with Tira being DLC, it makes me think... did he get cut during development? Moved to DLC? What would making Raphael fans stress and have "stress sweat" and sweating over him even mean?
That is still such a weird comment.
Is he just low tier again? Does he get killed off in the story? I simply don't understand that.
As for Lizardman, I already told you before that I heard generic ones would be in the game (Create a Soul confirmed this) but I could not get a clear answer on if the actual would be playable and have a unique moveset or not.
I feel like if he doesn't, then it makes sense why Lizardman wouldn't be playable, because you can just create one, slap the name on him, and you have "Lizardman."
I'm in the camp that hopes he has a Patroklos style moveset though. It would just be right if they give him the S&S style again, that is essentially Patroklos with Lizardman moves and stances combined.
As for Hwang, I said it here before that I heard a while ago that between Hwang and Yun-Seong, Hwang was who the more likely one to return and who was preferred. So if he makes it, one way or another, I am not surprised.
There is also that shot in the Libra of Soul trailer of an artwork of silhouetted generics that had one of them holding a dao sword like Hwang or Yun-Seong use. It would be strange and kind of stupid to include that but not the actual weapon / fighting style.
My closing thoughts will be on this DualShockers article about SCVI being the end of the series if it is not successful enough....
It's kind of ironic that the person who used me by lying and saying that it also was on Switch to try and rally support behind it being on it made me look like an ass at the time when it was announced and was not confirmed for it, but I can admit that I understand the value of it now with the Switch's success.
I know some people might not want to hear it, or even admit it, but if SCVI does get a Switch port later, it can only stand to help the game's success ratio. Especially if they do go for the jugular and add Link. Sure he wouldn't be tournament legal due to being console exclusive.... but would casuals care? No because it's Link. They could do some Nintendo themed CaS parts too just to make that version even more enticing for consumers.
I do recommend rallying and putting together some kind of centralized support for SCVI on Switch tweet or something like that like DBFZ got that went straight to all the Bandai Namco twitters and the game's producer and resulted in the game getting a port, which comes out soon.
I recommend that the Soul Calibur fanbase and community do the same for SCVI. It will help. Trust me.
The Switch install base loves port begging. We all know and see that. But this is actually very important if we want SCVI to survive even further passed its initial release. I'm going to do what I can to get in a certain someone's ear and bug them to try and rally support for that to happen too.
