Thats not what the majority says, however, as little as I care about Talim, its undeniable her popularity towers above Setsuka's.I’d rather Setsuka’s in than Talim.
Not really, Patroklos was already a fighter and already had possession of Soul Calibur before he decided to adopt the fighting style taught by her (even though she taught him way before he got his hands on Soul Calibur, which further prevents her from being involved with the two swords) and α Patroklos was more of an easter egg than anything else, he could easily be cut from the game and the story would still progress normally regardless of whether he changed moveset or not.She raised Pat and taught him to be aPat. That's pretty relevant.
I think that Setsuka would be a fantastic "bonus" character if you will for the DLC pack, but her style is super iconic and gets TONS of competitive play so I am sure she will be in the game in some capacity.

Relevancy doesn't really matter whether a character is going to be in the game or not. Largely, it's basically going to be whether there is enough time to include everyone they want, while also balancing the features available in the game to justify it's price to the consumer. A character's relevance to the story as a whole doesn't really matter. Lizardman is a perfect example of this.
Some folks a while ago talked about who was the most influential character in Soul Calibur; the answer is obvious, it's Nightmare. Even the story called for Nightmare to be dropped as Siegfried had reclaimed his sanity, Nightmare was still brought back into the game as a separate character. And it's obvious that Project Soul and Namco could not think of another character who could possess Soul Edge and look and feel as iconic as Nightmare could. Nightmare gets his own movelist completely separate from Siegfried; just so that Nightmare can stay in the game series even if Siegfried were to die or go missing in a later game.
And that's important to understand how the developers approach the cast in Soul Calibur. A large chunk of the cast can be considered expendable, but Nightmare is forever.
Now, again to stress who is coming and who is not coming into the game. Remember, this is Soul Edge - Soul Calibur 1's time period. 1583 to 1590. In Soul Calibur 1 there were TWENTY (20) playable characters. Inferno, Arthur and Edgemaster excluded; that leaves 17 characters. Soul Calibur 6 has 23 on the base roster. Two of which are fan favorites that we know are coming. Talim and Zasalamel. Two more that are brand new characters (Groh plus one other). That puts the remaining roster at 19. One more slot is taken by a guest character, leaving 18 character slots. Who in the Soul Calibur 1 character list is missing? That is your answer to who is coming to the roster. There will be no Soul Calibur 2, Soul Calibur 3, Soul Calibur 4, or Soul Calibur 5 characters in the base roster. Your hopes for a Setsuka, Raphael, Tira, Cassandra, Yunsung, Hilde, Algol, Dampierre, Viola, ZWEI, Amy, are entirely rested upon DLC, or a CAS-style. They are unlikely to be in the game otherwise, much less in the story mode (though there could be cameos).
In Setsu's defence, her outward design was very attractive, whether we are talking about the geisha look or the Mary Poppins look that people always like to joke about (on that note, how the hell did that apparel make sense in a 16th century environment??). I would like to see how current gen displays those gorgeous robes of hers when she lunges forward in a twister.Good Lord, it appears I am not the only one who faithfully anticipates's return. Y'all have made an old lady happy today.

I am inclined to say that this is a valid point. Even if Snow Flower makes no appearance, there is always SC3 and SC4. It is a good thing I picked up those games recently (not to mention I am cool with Alpha Patroklos replacing her in SC5) so no big loss.

I would like "new" characters in the sense that I would like to see them take preexisting characters from the lore and fully integrate them into the roster. That way, PS can use the inclusion of such characters to elaborate on the lore they already have while introducing whatever weapons those sub-characters use as fighting styles (I am assuming their weapons might be tweaked or changed accordingly to make them fit well among the existing styles in the roster).I see a lot of old characters being wish or speculated to be DLC. What about new characters to the franchise?
The only way I will believe this is if Rock, Seong Mi-na, or Hwang are revealed, personally. They seem really unlikely otherwise, and the only way that they would make it in is if what you're saying is true. Seong Mi-na wouldn't automatically make me believe, but one of the other two would. Talim and Zasalamel making it in basically opens the floodgates for the others, not necessarily as DLC, either.There will be no Soul Calibur 2, Soul Calibur 3, Soul Calibur 4, or Soul Calibur 5 characters in the base roster. It's surprising to me that Grøh and his father would even be included and honestly, they have some explaining to do to justify their existence. If the intent of this game is to retell the original stories of Soul Edge up to SoulCalibur II in greater detail, then we should want to have as many returnees as possible in order to have them fleshed out instead of being left behind.I see a lot of old characters being wish or speculated to be DLC. They might include the SoulCalibur V cast costumes as CaS pieces, since a good number of the outfits already exist and others still were on the cutting room floor. It would be a neat fanservicey way to include them without taking up slots. She has an extremely unique fighting style, weapon , and design. She's fairly popular, too. There's absolutely no reason not to include her, aside from obvious time and monetary restrictions. This game is a reboot, therefore pretty much every single thing you mentioned doesn't even matter anymore since they can rewrite her story/relationships. Like what they'll most likely do with Zas, Tira, Talim, and maybe Amy.Actually, I think this is the reason why people are saying that:

That is not true at all, its a gigantic overstatement, actually. Literally all Setsuka has going for her is her moveset, she fails everywhere else, since she has no story relevance, rarely interacting with anything related to the two swords and her only relationships in the series are Mitsurugi as a rival and α Patroklos as an apprentice, the latter isn't even touched at the games, only in outside material. Taki does what she does, except better: she has a rivalry with Mitsurugi, a rivalry with Cervantes, she is allied to Sophitia and her objectives are always directly tied to the two swords. Unless they rewrite Setsuka and her purpose in the series, she has nothing to do in the games.

Even if it is a reboot, it still is a new game in and of itself, and to leave out the ideas of bringing in new characters seems counter-intuitive to the concept of it being a sequel, much less named Soul Calibur VI. If Groh and his father are the only new characters in the game (and I'm not saying they should be, but if they are), then they already have a spot in the canon by way of being directly tied to the Aval Organization. Z.W.E.I. and Viola in comparison are shoddy additions aside from their polarizing gameplay, only because we never really found out what their deal was.
