What you're talking about is called counter-shading, but I'm afraid it's not a good explanation here. Both the in-game model and all concept and promotional art that are in colour make it clear that the tail is monochromatic; at least, it seems to be as far as I can tell from reviewing video on youtube--next time I plug in one of my old SCV-capable consoles, I will have to remember to look in full resolution on a larger screen to be sure. But I am pretty sure it is just white and black. And yes, I know it's also clearly not a ring-tailed lemur tail (I knew that the morphologies don't match from the start--there is a reason that lemur is described a 'ring-tail' rather than 'stripped': was ignoring these details for the benefit of a little sarcasm at Xiba's expense).Actually, the tail is surprisingly accurate. Tigers have pale undersides, extending from the head of the animal all the way to the tail. Xiba's artwork only shows the underside of the tail, which is why there isn't an apparent orange hue.
In contrast, ring-tailed lemurs (which you mentioned before but I'm too lazy to quote that comment as well) have more consistent rings on their tails (tiger stripes are analogous to human finger prints and zebra stripes in that they are entirely unique to the individual) and look significantly fluffier by comparison.
But in any event, whenever we do see the full tail, it seems to be more or less black and white. Maybe he's meant to have stitched two different tiger hides together? I don't know: I'm quite certain it's not worth the amount of time we've put inot thinking about it, nor am I convinced there is a good answer other than that it was concept art thrown together by the same team that gave us the likes of Dampierre and Zwei and looking for realism in that context is a fool's errand. It just sticks out as odd (maybe not the oddest thing, but odd nonetheless) when deconstructing Xiba's whole horrific cluster-f**k of design choices.
